TSOs within the ENTSO-E have decided to implement and enforce a higher level of coordination among the TSOs for operating in the European transmission system, as an answer to the challenge of the transformation of the European electricity system according to the Core strategy for TSO Coordination, approved by the ENTSO-E Assembly on 30 September 2014.
On 18 February 2015, European TSOs entered into the Multilateral Agreement on Participation in Regional Security Coordination Initiatives (MLA RSCI). The MLA RSCI, together with the Commission regulations (network codes and guidelines) adopted under Regulation (EC) No. 714/2009 will create a part of the Europe-wide harmonized power system operation framework with cross-regional and pan-European geographical coverage, setting up the fastest, the most efficient, secure and reliable way to ensure the highest security of electricity supply standards in Europe. Baltic TSO-s (Elering, AST, Litgrid) taking into account the provisions of MLA RSCI, concluded mutual agreements and experience already gained in the different aspects of cooperation, the common operation of the electricity transmission systems of the Baltic States and the common electricity market signed in October 2016 Baltic Regional Security Coordinator Agreement. The purpose of Baltic RSC Agreement was to establish the Baltic RSC and to set up the framework for the regional security coordination among the Baltic TSOs.
Baltic RSC was established by the Baltic TSOs as an operational unit and has no separate legal entity status. The Baltic TSOs shall dedicate human, IT and financial resources, and provide a secured redundant power supply for the IT and communication systems for the performance of the Baltic RSC; ensure that the IT access used for Service provision shall be professionally protected to avoid the risk of intrusion; make the data required by the description of the Services available to all the Baltic RSC.
For the first three years of the implementation period starting from 1 January 2018, the five Services and the Management function shall be distributed among the Baltic RSC personnel as follows:
